Singapore has made three decisive moves in the global AI governance landscape. In the space of just six weeks, Singapore regulators released three landmark publications that collectively articulate one of the most comprehensive national positions on agentic AI, legal responsibility for AI systems, and the use of personal data in generative AI.

The Infocomm Media Development Authority of Singapore published its Model AI Governance Framework for Agentic AI alongside a significant Discussion Paper on Legal Responsibility for AI Agents, while the Personal Data Protection Commission released Proposed Advisory Guidelines on the Use of Personal Data in Generative AI.

For businesses deploying or developing AI in Singapore — and for multinational organisations watching Asia’s regulatory trajectory with interest — these publications warrant careful consideration.

This Client Alert examines the publications and their practical implications.
